dc.description.abstractAs will be seen in the body of this report, we consider that the time has come to re-think the purpose, focus and delivery of the free swimming programmes in Wales. It is time to change, but not to forget the value that has been achieved through these programmes hitherto. Change should be done in ways which can build on the positive difference that the current offer has made to the many individuals and communities who have made use of them. Wales’ national wellbeing objectives now provide a key point of reference for future development.en_US
