This chapter was the first academic analysis of the policies and policymaking process adopted by the National Assembly for Wales and the Welsh Assembly Government during the first Assembly term following the devolution of government to Wales in 1999. It remains the only analysis of its kind and is, therefore, frequently referenced as an authoritative source. It was co-written with Professor Roy James, the former Chief Inspector of Schools in Wales. The book was published by the Institute of Welsh Affairs which brought together experts from each of the devolved policy areas.en_UK
