This article is included in a special number of the Australian Journal of Education that focuses on international innovation and transformation in the filed of education reform. It is the first study of its kind on the reform programme currently being developed within the education system in Wales. It draws upon the corpus of existing knowledge on school efectiveness and tri-level reform and apllies this to the Welsh context. It also draws upon original research undertaken in highly effective schools within Wales. It provides early evidence on the thinking behind the next phase of the reform programme to be undertaken and, therefore, will impact upon policymaking and professional practice. The article has been co-authored with the Director of the Welsh Assembly Government's Department for Children, Education, Lifelong Learning and Skills.
