The Impact of Disability Legislation upon Public Facilities Managers

Disability Legislation has had a big impact on the sports facilities with more facilities becoming accessible to those with disabilities but there are still barriers that exist within facilities especially those within the Local Authority. There is limited data and literature available that examines the impact that the disability legislation has had on facility managers. This study sets out to provide a theoretical and practical overview of issues and influences faced by facility managers in Local Authority facilities when working with disability legislation. A series of interviews were carried out by facility managers who work in Local Authority facilities in Cardiff in order to gain an understanding of the impact that the varying disability legislation has had upon their day-to-day job. The key findings of this study were that provisions of disability sport and the budgetary restrictions of working for a Local Authority were identified as recurring themes that impacted upon managers. Further studies need to examine the impacts of working within a Local Authority budget and trying to maintain or increase accessibility as well as identifying new potential provisions. This is needed to develop a greater understanding of the impact of disability legislation and the impact faced by facility managers
