A case study to explore the effect of the Foundation Phase on six Early Years pilot settings since the start of the pilot in September 2004

This small scale research study set out to examine the effect of the Foundation Phase in six of the original fifty-one Early Years pilot classes/ settings between the start of the Foundation Phase pilot in 2004 and Spring 2008. The research was conducted using a case-study methodology, with a mixed methods approach consisting of a literature review, systematic observations, questionnaires and interviews. The research aimed to show the effect of the Foundation Phase on two specific areas over four academic years from 2004 to 2008. Firstly, the quality of provision within each setting, with a specific focus on interactions and literacy as defined by the Early Childhood Environment Rating Scales (ECERS) and secondly, staff perceptions of the effect of the Foundation Phase on both the quality of provision and child outcomes within the setting. What appears clear, from this research, is that as the Foundation Phase has had time to settle and become embedded into the practice of these settings and as staff have got to grips with both the 'new' curriculum and pedagogy - following an initial dip in 2006, the second year of implementation, by 2008 the fourth year of implementation there seems to be a recovering and in some cases improving trend in the overall quality of the provision within these settings. Additionally some of the greatest gains by 2008 were in the ECERS subscales that appear to relate most directly to specific aspirations of the Foundation Phase. However, the data also show that there does seem to be a slower or smaller increase in the recovery of scores and the quality of the ECERS-E ratings, which focus on assessing curricular quality. This is most likely to result from concerns around quality of training and the variation and confusion that stillexists across these pilots settings as to the'correct' interpretation of best practice and pedagogical approach.
