Swimming is a compulsory subject on the Welsh National Curriculum for Physical Education in Key Stage 2. It was identified in 2010 that less the half of Year 6 pupils in Cardiff were achieving the required Key Stage 2 swimming requirements before leaving primary school. Learning to swim through school is often the only opportunity some children have and is recognised as a life-skill as well as a gateway to a range of aquatic activities. Cardiff Council‟s Aquatic Development Officer has developed a three-year School Swimming Development Plan intended to improve the swimming standards of primary school children in Key Stage 2 in accordance with its mission statement and objectives. The plan has been developed by evaluating and reviewing the existing School Swimming Programme in line with relevant source of literature, policy documents, and in consultation with a number of agencies involved in the provision of school swimming at a local, regional, and national level. The plan offers a clear and concise strategic direction and identifies a number of key areas to be addressed in order to raise the attainment rates of primary school children in accordance with the National Curriculum for Physical Education Key Stage 2 swimming requirements and meet National Governing Bodies of Swimming and National Government agendas.
