A Systematic Review on the Delivery of Physical Education in Primary Schools

Aim: The aim of this systematic review was to critically evaluate literature (2011-2016) on the delivery of primary Physical Education (PE). The objective of this study was to summarise recent literature and critique aspects of three personnel involved in the delivery of primary PE, namely, specialist teachers, non-specialist teachers and sports coaches. Rationale: There is contrasting literature on which personnel is most appropriate to deliver primary PE. This is important for head teachers and primary schools due to the increasing obesity epidemic and the early drop out rates in PE. A systematic review is needed to summarise the strengths and weaknesses of each personnel to ensure primary schools are using the most appropriate to deliver PE. Method: A qualitative systematic review was conducted using the theoretical framework of the Preferred Reporting Items for Systematic Reviews and Meta- Analysis (PRISMA) guidelines (Moher et al., 2009). The review was conducted using three databases, namely, Education Research Complete, Sport Discus and Scopus. Sixteen published articles met the inclusion criteria and a thematic analysis was conducted. Results and Discussion: The thematic analysis identified three main themes that were mentioned most commonly over the three personnel, specifically, knowledge of PE, confidence to deliver PE and personal experiences. Due to contrasting viewpoints throughout the published literature, clarity is needed on which personnel delivers primary PE most effectively. However, the prominent theme that arose suggested that specialist intervention and external providers provide non-specialist teachers and primary schools with PE support and the confidence to delivery high quality PE. Recommendations: PE initiatives should be made compulsory by the Government to ensure primary teachers are provided with the resources to deliver a high quality PE lesson. External providers need to be more available in schools as they can share knowledge and ideas with other non-specialist staff. Future research needs to be completed on how head teachers and the Government make PE initiatives and external providers accessible to all primary school staff.
