What affect has the removal of the 2001 Homeless Persons (Priority Need) (Wales) Order had on service providers?

The aim of the research was to establish whether service providers for homeless prison leavers have been affected by the withdrawal of the Homeless Persons (Priority Need) (Wales) Order 2001, that initially gave prison leavers automatic priority need status. Homelessness amongst prison leavers is still debated today, as service providers are still settling into the new legislation, amending services and job roles; to help provide the best quality services they can. The research project was undertaken with a qualitative method, as there were two service providers interviewed to give first-hand knowledge on how the services are changing and how this has affected the prison leavers as the service user. The research findings identified that, due to the implementation of the Housing (Wales) Act 2014 and the automatic priority need status being removed from prisoners, it has been extremely difficult to access accommodation for prison leavers who do not have another reason to be in a priority need group, therefore causing an increase within homelessness. Limitations of the research found that not all service providers were willing to partake within the research project, thus only having the expertise of two professionals to understand how the services have been affected. Future research projects, might consider interviewing prison leavers to determine how the change in legislation as affected their chances of acquiring accommodation and their experiences throughout the service provision process.
